The meeting convened at 7:30 p.m. at town hall.

Minutes: The minutes of November 13, 2008, were accepted as amended. (The Committee did not meet in December 2008).

Community Preservation Act (CPA):
1) The town has been informed that its acceptance of the CPA has been approved by the state attorney general.

Budget:
The commiteee reduced its FY10 budget request from $250 to $200, and the Selectboard asked all committees to curtail expenditures as far as possible for the remainder of this fiscal year. (The committee has $150 remaining in its budget.)

Open Space and Recreation Plan:
The committee agreed to try to complete the update of the Open Space & Recreation Plan by July 1, 2009, the start of the next fiscal year. Aaron noted that the current plan and the Reconnaissance Report are available as Word files, and that the North Quabbin Regional Landscape Partnership will provide updated maps free.

1) The committee will use the same survey as was used to prepare the original plan and compare the results of the two. The survey will be included in the February newsletter.

2) The committee needs to hold two public hearings for the update. The first will be a brainstorming session at the end of March, and the second will be at the committee's regular April meeting.

3) The results of the survey and the public hearings will be used to create a new Section 9, Five-Year Action Plan.

4) Patty will consult Montachusett Regional Planning Commission data to update parts of Section 3, "Population Characteristics" and "Growth and Development Patterns."

5) Aaron will update Section 4, Environmental Inventory and Analysis, particularly with regard to the Biomap and Living Waters report.

6) The committee agreed that town-owned land should be included in Section 5, Inventory of Lands of Conservation and Recreational Interest; that the "Tully Initiative Lands" be merged into "Other Permanently Protected - Private"; and that, if the information is available digitally, the map and parcel number of each item should be included.
