The Community Preservation Act in Royalston
How much would I contribute?

Note: Residents who qualify for low-income housing or low- or moderate-income senior housing are eligible for an exemption from paying the CPA surcharge.

In FY07, the property tax rate in Royalston was $8.67 per $1,000 of assessed value. The average house in Roylaston was assessed at $209,000, and the average tax bill was $1,800. The following table shows how much an individual would contribute to the CPA based on the 2007 tax assessment and current property valuations. We assume that the first $100,000 of assessed value is exempt from the CPA surcharge. Low-income exemptions are not included, because family income data are not publicly available. Use this handy table to compute your contribution based on your tax bill.

If my 2007 tax bill was less than $867, my cost is $0.00 regardless of surcharge rate.
If my 2007 tax bill was $1,000 (21 households in town),
and the surcharge rate is 1%: my cost is $1.33
and the surcharge rate is 2%: my cost is $2.66
and the surcharge rate is 3%: my cost is $3.99
If my 2007 tax bill was $1,500 (122 households in town),
and the surcharge rate is 1%: my cost is $6.33
and the surcharge rate is 2%: my cost is $12.66
and the surcharge rate is 3%: my cost is $18.99

and the surcharge rate is 1%: my cost is $11.33
and the surcharge rate is 2%: my cost is $22.66
and the surcharge rate is 3%: my cost is $33.99
If my 2007 tax bill was $2,500 (110 households in town),
and the surcharge rate is 1%: my cost is $16.33
and the surcharge rate is 2%: my cost is $32.66
and the surcharge rate is 3%: my cost is $48.99
If my 2007 tax bill was $3.000 (42 households in town),
and the surcharge rate is 1%: my cost is $21.33
and the surcharge rate is 2%: my cost is $42.66
and the surcharge rate is 3%: my cost is $63.99

and the surcharge rate is 2%: my cost is $52.66
and the surcharge rate is 3%: my cost is $78.99
If my 2007 tax bill was $4,000 (10 households in town),
and the surcharge rate is 1%: my cost is $31.33
and the surcharge rate is 2%: my cost is $62.66
and the surcharge rate is 3%: my cost is $93.99
If my 2007 tax bill was $4,500 (6 households in town),
and the surcharge rate is 1%: my cost is $36.33
and the surcharge rate is 2%: my cost is $72.66
and the surcharge rate is 3%: my cost is $108.99
If my 2007 tax bill was $5,000 (3 households in town),
and the surcharge rate is 1%: my cost is $41.33
and the surcharge rate is 2%: my cost is $82.66
and the surcharge rate is 3%: my cost is $123.99

TOWN AVERAGE tax bill is $1,800
with the surcharge rate of 1%: average cost is $9.33
with the surcharge rate of 2%: my cost is $18.66
with the surcharge rate of 3%: my cost is $27.99

Annual cost of 1 cup of coffee/week = $69.16, twice as much!

How much would we raise? $28,395*

*At 2007 tax rates, we would raise at least $17,209 each year (at the 3% surcharge rate), and under estimated match rates of 65% in 2008, the state would contribute $11,185 each year. As tax bills change, this number would change too. And under current law, the state match rate can decline as more towns adopt the CPA. Pending legislation would make the lowest possible state match rate = 75%.
